Display value for microtransactions (Sub-Cent Value Details) on transactions

Users Feature Request:
- Display monetary values on microtransactions such as staking rewards that are less than $0.01.
- Currently, these display as 0.00 which can appear incorrect.
- Indicate that a value is stored and not zero by displaying ≈$0.00
